Sometimes it may not be possible or commercially desirable to sell new dwellings immediately upon completion. In such instances, housebuilders may seek to let the buildings in the short term until the housing market recovers. In such a case, it may be necessary to revisit the initial 100% VAT recovery to allow for exempt rentals.
