UK Extended Producer Responsibility (EPR) Scheme for Packaging – Modulated Fees to Apply from 2026

The UK has confirmed implementation of the Extended Producer Responsibility (EPR) scheme for packaging, introducing a reformed framework under which producers will bear the full cost of managing packaging waste.
The scheme replaces the previous Packaging Waste Regulations and will see fees payable by UK producers based on the type, quantity, and recyclability of the packaging they place on the market. Funds will be used to support local authorities in the collection and processing of household packaging waste.
Businesses were required to submit packaging data by April 2025 to enable the calculation of 2026 fees. From 2026, modulated fees will apply — with lower rates for easily recyclable materials and higher rates for packaging that is difficult or costly to recycle.
The EPR framework is intended to encourage sustainable packaging design, improve recycling outcomes, and align UK practices with extended producer responsibility models already in place in the EU.
